Problem:
This issue was reported to Quality Engineering as SPR #JMER6JLRSG and has been
fixed in Domino 6.5.6.

Server Administration
SPR# JMER6JLRSG - Fixed a problem where the first new folder added to a
mailfile was included in an archive; but subsequent ones were not.
It was determined that an incorrect time stamp was placed on a new folder in
the mail archive. It was using the current time stamp instead of the modified
mail file time for archiving. The modified time does not match the current
time during archiving.
Workaround:
Create a local replica of the mailfile and archive from the local archive.
Upgrade the client to 6.5.6 or 7.x.
